About Moonlight Care
Founded During a Crisis,
Driven by Conviction
Moonlight Care Services LLC began in 2019 during the COVID-19 pandemic. Our founders, Ishmael Tagoe and Francis Lawrence, saw that people with developmental disabilities were being left behind.
Before starting Moonlight, Ishmael spent years working as a direct support professional and supervisor, including roles with the Bowling Green Department of Health. Francis also brought years of experience as a direct support professional and manager.
Their combined backgrounds and commitment to compassionate care inspired them to build an organization focused on people — delivering the reliable support and respect that every person deserves.

From our home base in Toledo, Ohio, we serve people across the state. Our programs include personal and respite care, supported living, transportation, and more. We also offer attendant services for adults with physical disabilities.
We provide select services in nearby areas of Pennsylvania and Indiana as well. Wherever we work, we remain committed to personalized care that supports independence and well-being.
